The Chinese Internet has been scrubbed of all but official accounts.<\/p>\n<p>\u00a0<\/p>\n\n\n\n<h2>COMMUNICATIONS DECENCY ACT 1996<\/h2>\n<p><a href=\"https:\/\/fas.org\/sgp\/crs\/misc\/LSB10082.pdf\" target=\"_blank\" rel=\"noopener\">https:\/\/fas.org\/sgp\/crs\/misc\/LSB10082.pdf<\/a><br>The&nbsp;<b>Communications<\/b>&nbsp;<b>Decency<\/b>&nbsp;<b>Act<\/b>&nbsp;of 1996 (CDA) added&nbsp;<b>Section<\/b>&nbsp;<b>230<\/b>&nbsp;to the&nbsp;<b>Communications<\/b>&nbsp;<b>Act<\/b>&nbsp;of 1934, generally protecting online service providers from legal liability stemming from content created by the users of their services, with some exceptions.<\/p>\n\n\n\n<div class=\"wp-block-file\"><a href=\"https:\/\/mediamalpractice.net\/wp-content\/uploads\/2019\/06\/Communications_Act_of_1934.pdf\">Communications_Act_of_1934<\/a><a href=\"https:\/\/mediamalpractice.net\/wp-content\/uploads\/2019\/06\/Communications_Act_of_1934.pdf\" class=\"wp-block-file__button\" download>Download<\/a><\/div>\n\n\n\n<p><a href=\"https:\/\/transition.fcc.gov\/Reports\/1934new.pdf\" target=\"_blank\" rel=\"noopener\">https:\/\/transition.fcc.gov\/Reports\/1934new.pdf&nbsp;<\/a><br>Communications Act of 1934<\/p>\n<p><a href=\"https:\/\/www.minclaw.com\/legal-resource-center\/what-is-section-230-of-the-communication-decency-act-cda\/\" target=\"_blank\" rel=\"noopener\">https:\/\/www.minclaw.com\/legal-resource-center\/what-is-section-230-of-the-communication-decency-act-cda\/<\/a><br>&#8220;The CDA was passed to enhance service providers\u2019 ability to delete or otherwise monitor content without them becoming publishers. In&nbsp;Zeran v. America Online, Inc., the 4th Circuit held that it was Congress intention in enacting \u00a7 230\u2019s broad immunity to internet providers because when faced with potential liability for each message republished by their services, interactive computer service providers might choose to severely restrict the number and type of messages posted. The court held that Congress considered the weight of the speech interests implicated and chose to immunize service providers to avoid any such restrictive effect.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<div class=\"\" data-block=\"true\" data-editor=\"oi7j\" data-offset-key=\"a4ijt-0-0\">\n<div class=\"public-DraftStyleDefault-block public-DraftStyleDefault-ltr\" data-offset-key=\"a4ijt-0-0\"><span data-offset-key=\"a4ijt-0-0\">End <\/span><span data-offset-key=\"a4ijt-1-0\">#MediaMonopolies<\/span> <span data-offset-key=\"a4ijt-3-0\">#TrustBusterTrump<\/span><\/div>\n<\/div>\n<div class=\"\" data-block=\"true\" data-editor=\"oi7j\" data-offset-key=\"th09-0-0\">\n<div class=\"public-DraftStyleDefault-block public-DraftStyleDefault-ltr\" data-offset-key=\"th09-0-0\"><span data-offset-key=\"th09-0-0\">https:\/\/www.law.cornell.edu\/uscode\/text\/47\/230<\/span><\/div>\n<\/div>\n<div class=\"\" data-block=\"true\" data-editor=\"oi7j\" data-offset-key=\"1te0g-0-0\">\n<div class=\"public-DraftStyleDefault-block public-DraftStyleDefault-ltr\" data-offset-key=\"1te0g-0-0\"><span data-offset-key=\"1te0g-0-0\">47 U.S. Code \u00a7\u202f230. <\/span><\/div>\n<\/div>\n<div class=\"\" data-block=\"true\" data-editor=\"oi7j\" data-offset-key=\"4u1kh-0-0\">\n<div class=\"public-DraftStyleDefault-block public-DraftStyleDefault-ltr\" data-offset-key=\"4u1kh-0-0\"><span data-offset-key=\"4u1kh-0-0\">(a) Findings<\/span><\/div>\n<\/div>\n<div class=\"\" data-block=\"true\" data-editor=\"oi7j\" data-offset-key=\"abokh-0-0\">\n<div class=\"public-DraftStyleDefault-block public-DraftStyleDefault-ltr\" data-offset-key=\"abokh-0-0\"><span data-offset-key=\"abokh-0-0\">The Congress finds the following:<\/span><\/div>\n<\/div>\n<div class=\"\" data-block=\"true\" data-editor=\"oi7j\" data-offset-key=\"2nspr-0-0\">\n<div class=\"public-DraftStyleDefault-block public-DraftStyleDefault-ltr\" data-offset-key=\"2nspr-0-0\"><span data-offset-key=\"2nspr-0-0\">(3) The Internet and other interactive computer services offer a forum for a true diversity of political discourse<\/span><\/div>\n<\/div>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/47\/230\" target=\"_blank\" rel=\"noopener\">https:\/\/www.law.cornell.edu\/uscode\/text\/47\/230<\/a>&nbsp;<br>47 U.S. Code \u00a7\u202f230. Protection for private blocking and screening of offensive material<br><span class=\"num bold\">(a)&nbsp;<\/span><span class=\"heading bold\">Findings<br><\/span><span class=\"chapeau\">The&nbsp;Congress&nbsp;finds the following:<\/span><br><span class=\"num\">(3)&nbsp;<\/span>The&nbsp;<a class=\"colorbox-load definedterm\" href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/47\/230\" data-toggle=\"modal\" data-target=\"#myModal\">Internet<\/a>&nbsp;and other&nbsp;<a class=\"colorbox-load definedterm\" href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/47\/230\" data-toggle=\"modal\" data-target=\"#myModal\">interactive computer services<\/a>&nbsp;offer a forum for a true diversity of political discourse, unique opportunities for cultural development, and myriad avenues for intellectual activity.<br><span class=\"num bold\">(b)<\/span><span class=\"heading bold\">Policy<br><\/span><span class=\"chapeau\">It is the policy of the&nbsp;<a class=\"colorbox-load definedterm\" href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/47\/230\" data-toggle=\"modal\" data-target=\"#myModal\">United States<\/a>\u2014<\/span><br><a name=\"b_1\"><\/a><span class=\"num\">(1)&nbsp;<\/span>to promote the continued development of the&nbsp;<a class=\"colorbox-load definedterm\" href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/47\/230\" data-toggle=\"modal\" data-target=\"#myModal\">Internet<\/a>&nbsp;and other&nbsp;<a class=\"colorbox-load definedterm\" href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/47\/230\" data-toggle=\"modal\" data-target=\"#myModal\">interactive computer services<\/a>and other interactive media;<br><a name=\"b_2\"><\/a><span class=\"num\">(2)&nbsp;<\/span>to preserve the vibrant and competitive free market that presently exists for the&nbsp;<a class=\"colorbox-load definedterm\" href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/47\/230\" data-toggle=\"modal\" data-target=\"#myModal\">Internet<\/a>&nbsp;and other&nbsp;<a class=\"colorbox-load definedterm\" href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/47\/230\" data-toggle=\"modal\" data-target=\"#myModal\">interactive computer services<\/a>, unfettered by Federal or<a class=\"colorbox-load definedterm\" href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/47\/230\" data-toggle=\"modal\" data-target=\"#myModal\">&nbsp;State&nbsp;<\/a>regulation;<\/p>\n<p><a href=\"https:\/\/www.eff.org\/issues\/cda230\" target=\"_blank\" rel=\"noopener\">https:\/\/www.eff.org\/issues\/cda230<\/a><br>&#8220;The legal protections provided by CDA 230 are unique to U.S. law; European nations, Canada, Japan, and the vast majority of other countries do not have similar statutes on the books. While these countries have high levels of Internet access, most prominent online services are based in the United States. REGULATION<\/h2>\n\n\n\n<p>&#8220;Common Carriers&#8221; are PRIVATE COMPANIES, yet they are REGULATED and NOT ALLOWED to discriminate.<\/p>\n<p>Regulation must be extended to #SocialMediaMonopolies AS WELL<\/p>\n<p><a href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/47\/chapter-5\/subchapter-II\/part-I\" target=\"_blank\" rel=\"noopener\">https:\/\/www.law.cornell.edu\/uscode\/text\/47\/chapter-5\/subchapter-II\/part-I<\/a><\/p>\n<p>47 U.S. Code \u00a7 202 &#8211; Discriminations and preferences<\/p>\n<p><a href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/47\/202\" target=\"_blank\" rel=\"noopener\">https:\/\/www.law.cornell.edu\/uscode\/text\/47\/202<\/a><\/p>\n<p><span class=\"num bold\">(a)<\/span><span class=\"heading bold\">Charges, services, etc.<\/span><\/p>\n<div class=\"content\">\n<p>It shall be unlawful for any&nbsp;<a class=\"colorbox-load definedterm\" href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/47\/202\" data-toggle=\"modal\" data-target=\"#myModal\">common carrier<\/a>&nbsp;to make any unjust or unreasonable discrimination in charges, practices, classifications, regulations, facilities, or services for or in connection with like communication service, directly or indirectly, by any means or device, or to make or give any undue or unreasonable preference or advantage to any particular<a class=\"colorbox-load definedterm\" href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/47\/202\" data-toggle=\"modal\" data-target=\"#myModal\">&nbsp;person,<\/a>&nbsp;class of<a class=\"colorbox-load definedterm\" href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/47\/202\" data-toggle=\"modal\" data-target=\"#myModal\">&nbsp;persons,<\/a>&nbsp;or locality, or to subject any particular<a class=\"colorbox-load definedterm\" href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/47\/202\" data-toggle=\"modal\" data-target=\"#myModal\">&nbsp;person,<\/a>&nbsp;class of<a class=\"colorbox-load definedterm\" href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/47\/202\" data-toggle=\"modal\" data-target=\"#myModal\">&nbsp;persons,<\/a>&nbsp;or locality to any undue or unreasonable prejudice or disadvantage.<\/p>\n<\/div>\n<p>&nbsp;<a href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/47\/201\" target=\"_blank\" rel=\"noopener\">https:\/\/www.law.cornell.edu\/uscode\/text\/47\/201<\/a><\/p>\n<p><span class=\"num\">(a)&nbsp;<\/span>It shall be the duty of every&nbsp;<a class=\"colorbox-load definedterm\" href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/47\/201\" data-toggle=\"modal\" data-target=\"#myModal\">common carrier<\/a>&nbsp;engaged in interstate or foreign&nbsp;<a class=\"colorbox-load definedterm\" href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/47\/201\" data-toggle=\"modal\" data-target=\"#myModal\">communication by wire&nbsp;<\/a>or radio to furnish such communication service upon reasonable request therefor;
